The one in the link, is still considered a Hot burning smoke by the insurance Industry as it requires fire to ignite it. Pull Pin smoke grenades do not require fire and are considered "Cool Burning" Smoke.
Cool Burning are acceptable, however remember, they do still get very warm, they cannot be thrown and once deployed and smoking cannot be moved.
They may be placed, rolled or tossed underhand up to 10-12 feet and can ony be used when a referee is present. So they may monitor the grenade for safety and dispose of its remnants after use.
